Ceil Price is of counsel to Baker · Wotring LLP, where her practice focuses on a broad spectrum of complex regulatory, corporate and municipal legal issues on environmental law matters. Ms. Price brings more than 30 years of experience in environmental law, including her governmental tenure with the United States Environmental Protection Agency where she had both enforcement and management responsibilities at EPA Headquarters in Washington, D.C., as well as two regional EPA offices. In addition to her EPA government experience, Ms. Price has in-depth experience in local environmental and municipal issues, having served as Senior Assistant City Attorney on environmental matters for the City of Houston for more than 10 years. On a federal and local level, she has handled numerous regulatory and compliance matters concerning air pollution enforcement, water quality and quantity (drinking water, wastewater, storm water, flooding), soil and groundwater pollution (Brownfields, municipal setting designations), recycling, and many sustainability initiatives. Ms. Price was appointed by two mayors to represent the City of Houston in various regional water quality projects, and successfully worked with a multi-disciplinary, multi-stakeholder group to reach consensus on complex environmental water quality issues. Ms. Price has been instrumental in legislative efforts on environmental matters and has testified before committees of the state legislature on environmental issues.
Ms. Price also brings a broad range of corporate environmental experience from serving as Senior Environmental Counsel for a multi-national manufacturing company headquartered in Houston where she was responsible for the environmental compliance of the company's domestic operations in 26 states, as well as operations in Mexico and South America. Ms. Price drafted and implemented the company’s environmental audit program for Spanish-speaking operations, and was an active participant in the company’s self-audit program. She negotiated environmental terms of the $1.9 billion sale of the company’s largest operating division, as well as many other significant divestitures and acquisitions.
Ms. Price graduated from Duke University, B.A., and from the University of Houston Law Center, J.D., where she was Law Review Research Editor. Ms. Price is a member of the Houston Bar Association, having served on the board of its Environmental Law Section, and is the Chair of the Galveston Bay Council.
